This character is in charge of all operations and activities that take place on the flightdeck of the starbase. The Marine contingent aboard maintain their own secure facilities for their fighters, but coordinate flight operations thru this office.

Ground control operations are also coordinated thru this office to include all small craft and EVA operations immediately outside the starbase; to an extent of several thousand meters. 

The FOO maintains the starbase shuttle complement as well as tug operations, and works with the Materials Officer as well as the Chief of Security's office for all customs and security issues. Supply and repair operations for the support vessel (USS Patton) are routed thru this office.

This position can be featured in missions involving the controlled space in or in the vicinity of the starbase.
